Malta Tops ILGA-Europe Rainbow Index for Tenth Consecutive Year

Malta has once again claimed the top spot in the ILGA-Europe Rainbow Index, marking an extraordinary ten consecutive years as Europe’s most LGBTIQ+ inclusive country.

Reacting to this remarkable achievement, Minister for Tourism, Hon Ian Borg, stated:

“Malta’s decade-long recognition at the summit of the Rainbow Index is a testament to the core values we hold as a nation—dignity, respect, and inclusion for all. This ranking strengthens Malta’s global reputation as a destination that celebrates diversity, while simultaneously supporting the wellbeing and human rights of every individual. We are deeply proud of the work being done across sectors to ensure Malta remains not only beautiful in landscape, but also in values.”Carlo Micallef, CEO of the Malta Tourism Authority, echoed this sentiment:

“Being named Europe’s most LGBTIQ+ inclusive country for the tenth consecutive year enhances our global reputation as a destination where travellers can expect safety, respect, and authenticity. We remain committed to fostering an environment where everyone feels welcomed and valued. This accolade reaffirms our strategic vision of positioning Malta as a beacon of inclusive tourism.”

Malta’s top ranking is further bolstered by recent policy advancements and social initiatives that champion equality and support:

  • Legal Gender Recognition Reform

Malta now officially recognises non-binary individuals on legal documents; an important step toward full legal visibility and dignity for all gender identities.

  • Dar il-Qawsalla

This newly inaugurated transitional community home offers semi-independent supported accommodation for LGBTIQ+ individuals facing housing insecurity or socio-economic hardship, underscoring Malta’s investment in social inclusion.

  • LGBTIQ+ Wellbeing Hub

A dedicated support centre now provides free psychosocial services to LGBTIQ+ individuals and their families, strengthening the nation’s inclusive support infrastructure and enhancing quality of life.

Malta’s decade-long leadership in LGBTIQ+ rights not only signals sustained progress in human rights but also reinforces its stature as a premier destination for inclusive travel. With continued commitment from both public and private sectors, Malta is setting a global standard for what it means to be a truly inclusive society.
